Leading satellite operator ABS has announced today that it will partner with PT Sarana Media Vision (SMV), using SMV’s DTH license to launch a consumer FreeView satellite service – FreeViewSat - across Indonesia in January 2017. The service will be called SMV FreeViewSat and will initially broadcast over 60 television channels via the ABS-2, ABS-2A and ABS-6 satellites in both Ku and C-band.
For the first time in Indonesia, a free-to-view platform will be available throughout the entire country, allowing advertisers the opportunity to reach the full potential of the Indonesian audience.
The FreeViewSat model will promote maximum distribution and the cost of the STB & dish will be less than US$35. Customers will only need to make this one-time purchase to enjoy all the TV channels on the platform (with no monthly recurring subscription fees).
Tom Choi, CEO of ABS commented that "SMV’s FreeViewSat will be very attractive for Indonesia by providing great quality international and unique domestic programming to the entire country. The goal is to deliver high quality entertainment and educational content affordably to all - For the first time, everybody, not only the affluent or those in the urban areas, will be able to receive high quality programming for free, with just a one-time purchase of a set-top box and dish. FreeViewSat will also give advertisers the first real opportunity to reach the whole population of Indonesia, even in rural areas. ABS is delighted to be partnering and supporting this highly worthwhile venture.’’
At launch in January, FreeViewSat will carry at least 30 local Free-to-Air channels and more than 30 high quality international channels. The number of channels will continue to grow to over 100 channels in the first 6 to 12 months as new and interesting content is added.
FreeViewSat will be available via 75cm Ku band dishes from 75E on ABS-2 and ABS-2A, and via 1.6m C-band antennas from 156E on ABS-6 simultaneously, so that consumers have the choice of small dishes, or larger ones with better rain protection. Since Indonesia already has over 10 million C-band antennas installed, the adoption rate is expected to be rapid.
ABS has selected the ABV conditional access and middleware system, along with Ali chips for its Set-Top Boxes.

Confirmed channels for launch include:
TV9 Nusantara, TVRI Nasional, DAAI TV, TV One, ANTV, Metro TV, Trans 7, Trans TV, SCTV, Indosair, Kompas TV, Net TV, Bali TV H2, Bloomberg TV, France 24, Fix & Foxi, Action Hollywood Movies, Pulse TV, Al Jazeera English, CCTV-News, CCTV-4, CCTV-9, Russia Today, MediaCorp Channel, Landscape HD, TRACE Urban and TRACE Sport Stars, B4U Music, B4U Movies, NDTV 24/7 and NDTV Good Times, and many more

Funds-starved BCCI may move SC citing England series urgency

$

With England’s tour of India just a day away, the BCCI plans to move the Supreme Court on Tuesday seeking an order allowing it to enter into contracts for the sake of Rajkot Test. Saurashtra's premier city is to host the first India-England Test from Wednesday.
The BCCI, as per protocol, has informed the Justice RM Lodha committee that the Supreme Court would be moved because of the urgency with which it needs to act as regards the Rajkot Test.
With the apex court and the Justice Lodha committee disallowing the Board of Control for Cricket in India to use its funds until an independent auditor goes through them, the latter is getting desperate. If the IPL media rights auction had gone ahead as planned, it would have reportedly fetched BCCI around Rs 30,000 crore (US$ 4500 million approx).
BCCI secretary Ajay Shirke told The Telegraph that their hands were tied as the Justice Lodha committee had neither set the threshold limit for them to award contracts nor had it appointed an independent auditor as per the October 21 directions of the Supreme Court. They were, therefore, filing an interim application, he added. Certain basic agreements with specific vendors had to be entered into by the BCCI, and each of them would become a contract.
If the Supreme Court doesn't pass an order allowing BCCI to engage in contracts, which in any case won't be big, then the board does not see how the first Test could be played, Shirke said.
In fact, in its interim application, BCCI would also be praying that the needful be done by the Justice Lodha committee before the start of the second Test in Visakhapatnam from November 17 so that the same issues did not come up again.
The New Indian Express meantime reported that the BCCI will file an urgent petition seeking relaxation on releasing funds to state units that are scheduled to host the five-match Test series. Moreover, the BCCI will also ask the court to allow it to sign a Memorandum of Understanding with the England and Wales Cricket Board for the series to go ahead. The BCCI will argue that an adverse decision from the court will force it to call off the series.
Last week, Shirke had written to the Lodha panel seeking directions on signing the MoU with ECB. However the panel informed the board that MoU is not a mandate for the series to go ahead and it cannot release the funds until all the necessary details are furnished.

SC allows BCCI to release funds for opening India-England Test

In what comes as a relief for the Board of Control for Cricket in India (BCCI), the Supreme Court has directed the Indian cricket board to disburse a sum of Rs 58.66 Lakhs for hosting the first India-England Test, which begins on Wednesday (November 9) in Rajkot.
The Supreme Court also approved the release of funds for the remaining games and the exact sum for the same will be determined at a later stage. However, the funds will not be given directly to the state associations and will instead be given to the England and Wales Cricket Board (ECB), umpires, insurance companies and concerned vendors.
This development comes in the wake of BCCI appealing to the Supreme Court to approve disbursal of funds for payment of bills for the England team. Kapil Sibal, the BCCI lawyer, pleaded to the top court asking them to approve the release of funds, failing which there would be a possibility of cancellation of the opening Test.
"There is a problem in holding the Test match commencing from tomorrow. We cannot release funds. There is an order of the Supreme Court asking state cricket associations to file undertakings that they will comply with the Lodha panel recommendations. This has not been done so far," Sibal told the court on Tuesday (November 8).
The BCCI had earlier written to the ECB, requesting them to bear the expenses of their team's 'travel, hotel accommodation and other arrangements'. In a letter addressed to Phil Neal, the England cricket team manager, BCCI secretary Ajay Shirke explained the board's legal complications and their inability to sign a Memorandum of Understanding (MoU) due to lack of directives from the Supreme Court-appointed Lodha Committee.
Gopal Sankaranarayanan, the secretary of the Lodha committee, said the BCCI and the state associations have not given any undertakings that they will comply with the recommendations as per the Supreme Court order on October 21. The apex court had frozen the disbursal of funds from the Indian board to the state associations till they agree to implement the Lodha panel's recommendations in toto.
The Lodha panel had stated, that BCCI will need to furnish 'relevant details' with respect to implementation of the Lodha reforms for them to be able to make any payments.

Haseeb Hameed to debut as opener in Rajkot

$

Alastair Cook confirmed that Haseeb Hameed, the nineteen-year old Lancashire batsman, will be his opening partner for the first Test against India at Rajkot starting Wednesday (November 9). Cook also revealed that Hameed's debut would mean Ben Duckett, who opened in the two Tests in Bangladesh, will now bat at No. 4.
Gary Ballance, who batted in the middle-order in Bangladesh, registered scores of 1,9,9 and 5 in the two Tests and has been dropped for the series opener in India. The poor showing has resulted in England shuffling their batting order quite a bit to accommodate a teenaged opener and shunting an opener who scored a fifty in his last innings from that position.
"It's not ideal to give a guy two games at the top and then changing him but you know he's a pretty unflappable character. He had three tough innings and then played a really good innings at the top of the order. But I suppose historically he's played all his cricket in the middle order except the last year or so. So he's comfortable batting anywhere. It's never ideal if you chop and change but he's a fine cricketer," Cook said about Duckett on the eve of the series start.
Cook was also full of praise for the young Hameed's composure and cited that as a reason to push him ahead of the others in the reckoning. "You often wonder a nineteen year-old coming on tour, if they'll be overawed and he hasn't been at all. He's looked really good at the nets, the way he has trained, gone about his business," said Cook.
"He is incredibly unflappable. He is a very good player of spin. Looks like he picks length very well, uses the crease well forward and back. Stuart Broad bowled at him last summer and was almost straight on the phone to me saying how impressed he was with this guy," said Cook as he went on to shed light on why he wasn't wary of throwing him into the deep end straightaway.
"You wonder how he'd cope with it but he's superb. You wouldn't know he's 19 and I expect that same approach in his batting as well. He has scored runs at every single level he has played at. I remember how hard it was in my second year. I was nowhere near the player he was. It's really exciting."
Hameed has played 20 First Class games so far, scoring 1455 runs at an average of 48.50 and has now been fast-tracked into the team also because of the loss of form of Ballance. "Unfortunate decision on Gary. Unfortunately it is now six Test matches back where he hasn't quite scored the runs which he would have liked to done. So its giving someone else an opportunity and it's a very exciting day for a young guy who has impressed everyone so far on this trip," Cook said.
England are yet to finalise on their eleven for the game said Cook but the batting order looks very similar to the one that played in Bangladesh with Hameed for Ballance being the only change. Cook reckoned that the pitch could change character over 36 hours and decided to wait on making a decision about the bowling line-up.

Haseeb Hameed has played 20 First Class games so far, scoring 1455 runs at an average of 48.50.

137 GEC and news pay channels violated ad cap rule in second quarter

$
0
0
Even as the ad cap case drags on with the government failing to take a firm stand either way, a total of 137 pay channels including 25 news and current affairs channels continued to violate the regulations for telecasting a maximum of 12 minutes of commercials per hour in the second quarter of the year.
The report released today by the Telecom Regulatory Authority of India for the period from 28 March to 2 June 2016 shows that the number of violators has remained almost the same as in the first quarter when the total was 133 between 28 December and 27 March.
While there has been a very miniscule fall in the violators among news channels from 30 to 25, there is an increase in non-news channels from 103 as on 27 March to 112 as on 26 June.
The average duration per hour of advertisements (commercial and self promotional) during peak hours (7pm‐10 PM) in pay news channels for the period 28 March to 26 June shows that the highest of these was by 21.95 minutes by ETV Rajasthan and the lowest was 12.01 minutes by Zee Telugu. Interestingly, the highest in the first quarter was also by ETV Rajasthan with 24.83 minutes. Times Now which had been at the bottom with 12.15 minutes in the first quarter does not even figure in the list of violators in the second quarter.
Among pay non-news channels (general entertainment channels) for the same period, the highest was 24.54 minutes by B4U Movies (which had topped the list in the first quarter with 23.41 minutes and was also at the top in December last year) and the lowest was 12.03 minutes by Raj Digital Plus. Odisha TV’s Tarang which had been at the bottom in the first quarter increased its ad time to 12.22 minutes.
There are at least 16 news and 30 non-news channels clocking more than 15 minutes per hour. While the number of news channels was the same in the first quarter, the number of GECs has risen from 24.
TRAI has made it clear that "the information is based on the data submitted by the broadcasters and TRAI bears no responsibility for correctness. As per information available with TRAI, the rest of the pay news and non-news channels are carrying less than 12 minutes of average duration per hour of advertisements (commercial & self promotional) during peak hours (7PM - 10 pm)."
Asking TRAI not to take any coercive action against any channel pending hearing of the case in the first hearing over two years earlier, the Delhi High Court had asked all channels and TRAI to keep a record of the advertising time consumed including commercials.
The petition had been filed by the News Broadcasters Association and some channels challenging the TRAI decision to implement the directive of 12 minutes contained in the Cable Television Networks (Regulation) Act 1995. The Information and Broadcasting Ministry and TRAI are the respondents in the petition.
After the Information and Broadcasting Ministry told the Court on 27 November 2015 that it was discussing the issue with broadcasters, the matter was put off several times. In the 11 February hearing, Discovery Communications moved for intervention while Home Cable sought early hearing.
In its intervention, MSO Home Cable Network (P) Ltd said it wanted to intervene as it was directly affected by the outcome of the present petition. It wanted the NBA petition to be dismissed and added: “The Pay channel broadcasters are profiteering at the expense of subscribers and the DPOs. There is no justification for changing monthly subscription when commercial advertisements are inserted. The Standards of Quality of Service (Digital Addressable Cable TV Systems) Regulations 2012 (with Amendments thereafter) is justified to the extent they are applicable to pay channels. The pay channel broadcasters cannot charge the subscription fee while inserting commercials into the content or in the alternative, the subscribers have to be compensated for the revenue earned on the basis of their being subscribers of the channels.”
In the petition, the news channels made the plea that most of them are free to air and therefore do not get any subscription fee from the viewers as the GEC channels do.
